  Web Application Developer

Communications Training Analysis Corporation (CTAC) (www.ctacorp.com) is hiring a Web Applications Developer.

The position will support systems development lifecycle tasks. Web development experience must include application design with MVC frameworks such as Grails or Ruby on Rails. Work history must include Web front end design, object oriented business logic programming, and database querying. Applicants should have a solid background in Java or Ruby/Jruby programming (preferably both).

Employment will be based out of the Northern VA CTAC corporate office; however tasks will primarily be performed for clients in the Washington, DC metropolitan area; therefore, candidates must have the ability to work in downtown DC or Fairfax, as needed, and the ability to obtain a Security Clearance is REQUIRED.

Interested candidates must have experience interacting with users to prototype application design, user interfaces, and SQL-based reports for a multi-tiered system environment.

Developer must have at least 2 years of (hands on, non-educational) experience with Java programming or 1 year of Ruby on Rails experience. A Bachelor's degree preferred. Salary Range is commensurate with experience.



  Analyst/Excel Spreadsheet Designer

This position provides technical expertise, advice and assistance in the development, implementation, and design to the Automated Financial Statements (AFS) system, to meet continually changing reporting requirements for department wide audited and unaudited financial statements.

Duties:

  • Maintain, update and enhance a highly sophisticated network of spreadsheets that are part of the AFS system
  • Routinely convert complex financial spreadsheets from an existing template to the new templates
  • Carry forward data from previous reporting periods to the current reporting period
  • Provide second level support to the client users
  • Prepare documents and notifications for changes
  • Release management and coordination of spreadsheets to more then 3 levels of users
  • Prepare and conduct testing and training
  • Update training guides, user manuals, and release notes

Basic Skills and Experience

  • Applicant must have strong Excel skills with at least 1 year of experience with advanced functions and features of Excel (VBA programming a plus). Basic accounting knowledge is a plus.
  • Applicant should be able to summarize business information by organizing workbooks, worksheets, links, and managing external links.
  • Consolidate ranges that summarize multiple sources of spreadsheet information into one worksheet (such as the roll-up of operating division data into department level reports).
  • Design and maintain complex Excel formulas (including data entry edit checks).
  • Automate repetitive and/or complex tasks by writing and updating VBA code.
  • Integrate Word and Excel via links automatically populated with financial data.
  • Provide a safe and secure spreadsheet environment.
  • Knowledge of Section 508

  Software/Web-Based Application Programmer

The position will support systems development lifecycle tasks. Web development experience must include application design with MVC frameworks such as Struts or Ruby on Rails. Work history must include Web front end design and object oriented business logic programming. Applicants should have a solid background in Java or Ruby on Rails programming. Database tasks will include data normalization, database design, migration, and maintenance tasks. Applicants must have significant experience with RDBMS database design, programming, and SQL querying. Java programmers must have experience with JDBC. Oracle experience is preferred.

Tasks will be performed at client sites in the Washington, DC metropolitan and offsite at the Northern VA CTAC corporate office. Interested candidates must have experience interacting with users to prototype application design, user interfaces, and SQL-based reports for a multi-tiered system environment. The ability to obtain Security Clearance is REQUIRED.

Developers must have at least 2 years of (non-educational) experience with Java programming (Ruby on Rails experience is preferred). A Bachelor's degree or commensurate experience is preferred.

  Security Specialist

This incumbent of this position will provide technical assistance and support to a National Nuclear Security Administration (NNSA) Headquarters element whose mission is to ensure the security of national assets.

  • Provide expert advice and assistance on the NNSA Vulnerability Analysis program.
  • Conduct analysis, using qualitative and quantitative techniques, of proposed rules and regulations in the safeguards and security functional areas including physical security, protective force, and information security, to determine the programmatic risk and cost consequences (cost/benefit analyses) and implications. Provides recommendations for improvement in programs based on such analyses.
  • Provides technical assistance and consultation services on a wide variety of safeguards and security programs and develops innovative solutions to identify problem areas and specific issues through knowledge of security systems and research.
  • Provides technical assistance on initiatives such as the implementation of the Graded Security Protection (GSP) Policy (formerly the Design Basis Threat (DBT)), vulnerability analyses, and implementation of other risk based processes and procedures.
  • Reviews safeguards and security documentation and provides recommendations on any security issues that arise at the project level.
  • Develops and/or reviews postulated "red" threat scenarios for use in assessing vulnerabilities at NNSA sites. Supports an independent analysis of protection provided by physical systems and protective force suggesting more efficient, cost effective solutions as alternatives to current designs while providing the same level of protection.

Basic Knowledge, Skills and Abilities

  • Comprehensive knowledge of security programs and policy requirements to function as a technical authority in the safeguards and security functional area.
  • Expert knowledge of safeguards and security functional areas to provide guidance to conduct assessments of site safeguards and security performance, especially in the physical, protective force and information security topical areas.
  • Experience with assessing site vulnerabilities and in the development of postulated threat scenarios.
  • Ability to communicate, orally and in writing, and the ability to conduct research, prepare briefings, issue papers, and defensible, fact based analyses.

Other Requirements

  • Possession of a DOE “Q” clearance or DoD Top Secret Clearance for the purpose of access to and substantive use of highly classified/restricted data documents and/or materials.
  • Travel to NNSA sites as required.

  Program Support Specialist

The primary focus of this position is on ensuring that there is an integrated approach to security across a nation-wide industrial complex and that oversight of security operations is effective. Responsibilities of the position include: supporting the conduct of performance assurance program reviews and independent oversight security assessments; assisting in developing and maintaining reporting systems that measure performance against established metrics; assisting in developing and monitoring performance indicators; conducting trend analyses, and tracking corrective actions that may be necessary to correct deficiencies.

The successful candidate will be responsible for a variety of program support and analytical service tasks for the Federal agency. These tasks may include: assist in the review of security performance assurance plans; assist in the conduct of independent oversight assessments; develop and evaluate trend analyses on program performance; monitor corrective action plan progress to address problem areas; monitoring performance indicators and metrics; and, prepare reports and briefings for senior management officials. The successful candidate must also provide ad hoc support as required.

The primary work location is in Washington, DC. Travel to client sites across the country may be required on an occasional basis.

The successful candidate must have a minimum of 3-years related experience with an Associate or BA/BS degree is a plus.
